This multi-scope Design-Build project tasked our team with designing a new 3,200-square-foot pre-engineered metal building (PEMB), including site/civil work, a gravel driveway, electrical and telecommunication systems, and two HVAC split-system units. This building supports the Naval Special Warfare Center (NSWCEN) located at Fort Story in Virginia Beach, VA.
The project site was comprised of sand dunes and small trees, requiring our team to clear just under an acre to accommodate the site improvements. Two concrete stoops and a concrete mechanical equipment pad were provided to support the PEMB. The new building measures 40 feet wide by 80 feet long, with a gross area of 3,200 square feet and three hollow metal doors. Construction included a two single-zone split-heat-pump HVAC system.
This building also required new electric service from Dominion Energy and a new telecommunication service from the existing protected manhole. To provide access to the PEMB, our team installed concrete pavement from the asphalt pavement south of Building 1080 and an 8-foot gravel road from the parking lot of Buildings 1090 and 1092 to the concrete pad. A swale east of the gravel access road conveys stormwater to two high-density polyethylene (HDPE) pipe culverts beneath the new gravel road. These HDPR pipes direct runoff into a stormwater detention BMP. A second swale west of the building conveys runoff to the proposed stormwater detention BMP.
This project demonstrates TST Construction’s capability to deliver multi-scope, mission-critical facilities that meet both operational and environmental requirements. From site clearing and grading to construction the PEMB, installing building systems, and providing stormwater management and site access, our team delivered a complete, integrated solution tailored to the Naval Special Warfare Center’s needs. The completed facility provides a secure, durable, and fully functional space for maintenance and storage operations, reflecting TST’s commitment to quality, precision, and client satisfaction.
