The U.S. Army Corps of Engineers, Norfolk District (COE) contracted with the Veterans Construction Management Group—a joint venture between Atlantic Marine Construction (AMC) and TST Construction—for the new construction of an Army and Air Force Exchange Service (AAFES) Troop Store and Barber Shop. The scope included associated concrete parking facilities, a brick dumpster enclosure, concrete sidewalks, related infrastructure, and stormwater management connections. Due to the nature of this project, AAFES directed the incorporation of numerous specialty items. TST’s project managers and site superintendents worked closely with COE, as well as AAFES personnel, to ensure the delivery of a quality facility that exceeded expectations. TST delivered this project $285,000 under budget and ahead of schedule.

This project highlights TST Construction’s ability to deliver complex, multi-faceted new facilities that meet both operational requirements and client expectations. By integrating specialty features, coordination closely with the COE and AAFES, and managing the project efficiently, TST ensured a high-quality outcome.
